If you look at the diagram to the right you can see the back side of the fuse panel where there are also more connections for ignition, hot and accessory (radio), and I think the front terminal is just an extension of the rear connections, for people that want a quick and dirty way to connect more circuits in the car

Agree with scooter. The 1992 Firebird manual shows the same arrow direction. There is a terminal access point where the arrow is pointing that is fed from the 10AMP Radio fuse that's above it.
So, that terminal only has power when the radio is is powered up? Or anytime the ignition is on?
Well, that is why i specified accessory. There is a key position that is accessory only, if you turn the key back toward you instead of forward. Acc-->Off-->Run-->Start So that terminal and fuse works in Run and Accessory positions. There is also a terminal on the back of the fuse block if you need another one
