What is supposed to go here?

Hello Everyone,

I have a 1991 Camaro RS 305 TBI. Is this where the starter relay should go? Why is it jumpered like this?

I found this with just a wire laying across it. This is the front drive side of the car. Is a relay supposed to go here?

Looks like someone half assed a bypass for the starter relay. Looks like a fire waiting to happen

That relay is for the VATS or Pass key system. More than likely the VATS system was acting up and that was a "bypass" check over by the ECU there may be a VATS bypass module hooked into it also.
