Aftermarket H4 harness issues

Aftermarket H4 harness issues
So I picked up a pair of LED headlights and they some gremlins, so I picked up a direct-wire h4 harness. Now they work great, except for one issue.
When I turn the headlights on, they come up fine, low beams are great, switching to high beam is fine. The problem is they stay on high beam after that. It seems like the relays are hanging on. Reading on another forum, they mentioned fog light wiring issues, so I guessed that was part of my problem here. Unplugging the fog light relay doesn't change the situation though. This is with the car running. With the car off, it behaves differently. Just now I tried it, and things worked as expected. Last night when I tried, it switched from low beams to off. I don't know if it's just cheap relays in the harness, or if there's some other connection or backfeed that would keep them energized while the car is running usually. Any ideas?
