The problem is definitely LED Bulbs and their associated low current draw.
i tried another set of Auxito H4/9003s and a set of Sealight LED H4/9003 with the same result.
Installed a pair of Hella hi wattage HIDs, and everything works as it should.
I may play with resistors when I have time, but I'll leave everything alone for now.
The car is a 91 TA Vert.
Let me preface this by saying I have not done any extensive troubleshooting as yet, as I rarely drive the car at night. My troubleshooting plan this weekend will be to reinstall the standard "sealed beam" headlamps and see what happens. I also want to preface this by saying that I made similar modifications in my 94 TA Vert, and don't have this problem. I realize different Gen car, apples and oranges. I'm posting only to get a different set of eyes on the problem.
Here's the setup:
-LED marker and directional signal bulbs in the front. Operation normal.
-"Standard" Halogen bulbs in Fog Lamps. (because nothing else fits.)
-Hella Conversion sealed beam type headlamp housings with Auxito H4/9003 LED bulbs.
Here's how it works:
-Ignition Key to on or car running
-Select parking lamps-----normal operation
-Select either turn signal----normal operation. No hyperflash.
-Select Fog Lamps-----Normal Operation. Fog Lamp indicator on switch illuminates, park lamps and signals continue to work normally.
-Select Headlamps (low beams.)------Headlamps deploy, Fog lamps go off, (they should remain on with low beams,) Fog Lamp indicator on switch goes off, "Blue Hi-Beam indicator illuminates dimly on instrument panel.
-Select Hi-Beams using "Multifunction Stalk" on L/H side of steering column-----Low beams go off, High-beams come on, Blue Hi-Beam indicator on instrument panel illuminates properly @ correct brightness.
Thoughts?

I think it has to do with the resistance in the LED lights. I had the dim high beam indicator on my dash after I installed LED headlights. I bought a resistor that was installed in the circuit and it solved the issue. I'll try to find the info on what I did and post it up to help you out.

Check the fog light ground wire. With conventional headlights and fog lights, the fog light ground is tied to the high beam positve and will light in low beam mode and off in high beam mode. As far as the low beam/high beam operation the original halogon bulds have 3 pronges for dual curcuit operation, while the LEDs have only +/- and operate independently of each other. This may also explain why the fog lights ground is lost when the headlights are on. You may have to give the fog lights an independent ground. Something to look into.
Also check the Hi-Beam switch itself. It can get hung up and not move all the way into hi or low position. the switch is at the lower end of the steering column on the top. You have to remove the lower panel under the column and get way back up there. The switch is linked to the stalk switch via a metal rod. The rod moves the top part of the switch back and forth to go between hi-low. I tried to find a pic from our gen but could not.
Our switch is located in a similar if not the same spot.
I was having a similar issue with the high low beams not working properly. I also have the same light set up as you but I use a harness for the H4 halogens. Anyway, the mechanical rod operation wasn't working properly is what mine ended up being.
