I believe that there is no fuse in the fuse box.
Where would I start the diagnostic at and how to proceed to fix the problem. No tail lights either but I do have blinkers

Yes battery is good and car cranks and runs.
Also doom light works no dash nor running lights.

AFAIK there is no fuse in the fuse box for that. So yeah, no fuse.
THIMK: Use your brain. Apply logic, reason, order. There's something that the tail lights and the head lights have in common. Maybe that "something" would be a good place to start looking? And that place is, the headlight switch. Notably, not involved in any manner way shape form or fashion, with the blinkers, up until the point that the power powering the brake TS & flasher lights reaches the steering column, also notably NOT including the tail lights. That is, the flashers working the blinkers, might well be working fine, butt the HL sw NOT.
A similar clue is, what ELSE doesn't work? There are 2 battery feeds into the pass cabin, going to every switch and whatnot, to power everything. Each of those 2 feeds has a fusible link protecting it. Think of them as being like the "main" circuit breaker in your house, except that instead of just 1 like a house, there's 2, and the electrical system is split roughly in half, and each half is powered by one or the other. If 1 is blown butt the other is good, then about half of the car won't be working. It's then entirely possible that all manner of things will still work and all manner of others won't. If the HL stuff is the ONLY thing that's not working, then, suspect the HL sw. LOGIC and REASON. OTOH if about half the car isn't working INCLUDING the light stuff, then, suspect a fusible link. Check EVERYTHING: power seats, mirrors, hatch release, etc.; radio, interior lights, blower motor, and so on. EVERYTHING.
If you pop the cluster out, the HL sw is right there to one side, eeeeeeeezzzzzzzzy to get to. Since the tail lights also don't work, the 2 most likely causes are the HL sw itself, and the battery feed going to it. Unfused batt wires are red; probably a big fat red wire, going to the HL sw. Look for 12V on it. If that's not there, suspect a fusible link.

Ok, thanks. That is what I am going to check next. That wire going in, then wire coming out. I had to replace the black plastic retainer that holds the switch in place. While I was holding it in place while securing the switch I could have shorten it out or unplugged it somehow. I tried to short cut it and not take the instrument cluster out. I will do it the correct way. Thanks again. I simply LOVE this site for all the info and help!!!

Took the gauge cluster out and removed the head light switch. No power on the large red wire going to the switch. Going to the starter solenoid tomorrow, ( it's snowing today) and check the fusible links and follow the wire up to the fire wall.
I tried to find a diagram of the switch to test the pins with a volt/ ohm meter when I do get power but I cannot find one for a third gen gm. Only a first gen. Are they the same 7 pin switch?

Really need to get the wiring figured out. I finally got the headliner and seats. Want to complete the interior. Radio and speakers are next. Then when the weather breaks, finish body work and paint. Almost there!!!
