With your starting problems the first thing i would check is your solenoid. Also check for a short in your ignition circuit possibly a fusible link. I had that problem with my jeep. As for your heater blower cutting in and out, i had the exact same problem with my GTA. My problem was that there is a bolt coming out of the back of my driver side head, it is used as a ground for the heater as well as a few other things, the nut on the bolt had backed off giving a bad ground. So sometimes the heater worked sometimes not. I tightened the nut back up and used some lock tight on the threads. No problem since.
Hope this helps.

Could also be a relay on the heater problem

There is a realy by the heater blower motor that is often the problem too!

Typo - I meant RELAY. Also, on your starting

problem, you could have a bad starting relay on the VATS (Vehicle Anti Theft System), as well as a bad VATS senser.

Good luck

Tighten up the bolts on your starter.
