Volts gauge is pinned

I am trying to help a friend find out what is wrong with his RS camaro. His votls gauge is pinned all the way to charge all the time. He has tried 2 alternators and no luck. His head lights also blink sometimes and won't work.Where do we start??

Car: 1986 IROC-Z
Engine: 355 ci TPI, 10:1 cr, Isky cam, ported heads, dual exhaust
Transmission: 700R4, ratchetting shifter, 3.23 rear
Just on a hunch, pull the computer out and see if the voltmeter works. Could be a bad computer. That was the case on mine.
