they do get banned,at least some but just come back under different names.

 

If someone takes your money here, file a complaint with the FBI Internet Fraud Div. I did and they went after him and I got my money back. I don't know what they threatened him with but it was enough. I paid with a postal money order so that involved mail fraud. Good luck.
