It replaces the PROM and makes tuning less of a hassle.
With a PROM, you have to remove the chip from the ECM, plug it into a programmer, and then put the chip back in the ECM. With an emulator, you leave the emulator connected to the ECM and quickly reprogram it in the car using a USB cable and laptop.

Right. You remove the stock chip and plug the emulator into its spot. You can then reprogram over USB. Everything can be under the dash with just a USB cable hanging out so you can reprogram when needed. Reprogram can easily be done at anytime.
With a chip, you are constantly pulling your chip, plugging the chip into a burner, and then reinstalling the chip into the ECM. The ECM is probably sitting on the floor for easy access while you do this. You probably can't stop on the side of the road to tweak with a chip because you don't have a chip burner that you use in the car.
The emulator makes it much easier. I got a EBL P4 Flash to replace my entire stock ECU and it programs over USB also.

So your say is I wouldn't be able to just change tune on chip and put prom back in I would have to leave the ostrict in place of the prom instead? So what if I put prom back inside the ECM the car will be on stock tune again

The ostrich emulates a prom and connects where the prom goes. If you have the ostrich in there is no need (or place) for a real prom chip. If you want to take the ostrich out, then you can burn anything you like on a prom (stock or modified tune) and put the prom back in. You can use the ostrich to make tuning easier, and once you have a custom tune that you like, burn it into a prom and remove the ostrich.

I don't understand your question. The EBL P4 Flash is a replacement ECM, its different than the Ostrich emulator (and much more expensive).
Are your asking how to use the ostrich? Do you already edit and burn your own chips? If so, you edit it the same way, and then use a program to upload to the emulator.
Tuning software like TunerPro RT that allows you to edit the binary and upload to the emulator. You will need serial drivers that allow you to connect to the emulator over USB.

Yes, I used it with a 7730 ECM with an $8D binary and Super 8D (search for S_AUJP_V4_1026 to learn more).
