Who is Blue Chip Motors? What are "pro top line" heads? What is a "long tube runners"? What bolt-ons that you have now do you plan to reuse? More detail and description would help. I'm probably not the only person who is lost with your descripion... but maybe I am!

Blue Chip Motors is a machine shop. Pro Topline is a cyl head mfr www.protopline.com LTRs are... well, LTRs; the stock TPI setup.
You won't make anywhere near that much HP with that on top of that motor. That cam will slow you down from stock is you keep those restrictive stock runners and even more restrictive stock base on there. Put something else on top of those heads that actually allows some flow, then you can use that cam, and then you can easily make 400 HP. I'd suggest a MiniRam or Stealth Ram.
With a stock TPI I'd be extremely surprised to see the engine break 350 HP; very, very few ever do, and then only when carefully massaged and tuned by someone with alot of patience and experience. 320-325 HP is more normal, pretty close to the TPI's "brick wall" of flow limitation.
I'm assuming that you're going to put headers on it, preferably 1¾" with 3" Y-pipe and cat-back.
A higher stall converter would definitely help.

I don't know......I've seen more than a few guys running 12's with the LTR setup...with the RIGHT bolt ons.
One combo that comes to mind ran high 12's with NO chip tuning. So more power was there for the taking.
If it were me, I'd go with the heads, but unless you plan on upgrading to a 383 later, the 200cc intake runners are a bit on the large side, especially for a LTR setup.
They do make a set with 170-180cc intake runners, look at their site.
The cam IS on the large side for a LTR setup. If you plan on keeping the LTR setup, just use the ZZ4 cam and maybe later some 1.6 rockers.
Port the stock intake base, or score a used Edelbrock or TPIS piece...I see these on Ebay as well.
Then upgrade to a set of Arizona Speed and Marine runners.
Port the plenum, and gasket match to the runner / gasket.
With a good exhaust / headers, and some traction, I would think this combo would be good for easy high 12's, if not more.
There's a local guy here with a 385 stroker that has worked Vortec heads, A cam REALLY close in specs to the ZZ4, 1.6 rockers, the Vortec TPI base, which was matched to the AS&M runners. With headers and a good catback, with 3.42 gears he was runnning 12.80's and was still tuning when the tranny puked.

Why not go with an aluminum intake manifold and a good 4 barrel, like a 750cfm? If you want to make a ton of power, a carb would be my reccomendation, especially over a TPI setup.
