Why is is that it should be used on "1973 and earlier vehicles"?

No place for an EGR?

Text says it's a ZZ4. That means it's ..... a ZZ4. Not much more to say. I assume it would be the same as a ZZ4 from any other source since a motor either is a ZZ4 or is not a ZZ4.

The pic shows TPI though; taking the carb intake off and putting that on it would upgrade it from the ZZ4's published 355 HP to around 255 HP, since then it would be essentially identical to a Vette L98 except with a different cam.

Yes, it has no place for EGR, unless you use some variant of the system used on the Vette L98, where there's a tube plumbed from the exh man up to the intake.

Call them up, see what they say. If it comes just as shown, take it! But i doubt it. The description states it comes ready for a carb. good luck

I think there's no way they're selling what's in the picture (if it really is a ZZ4 under all that) for $3495. It even says "Direct from GM Performance," and it definitely doesn't come like that from GM.

That picture looks like it was stolen off S&Ps online catalog. And trust me, just the TPI unit alone all chromed up like that from S&P is about 2700 bucks. no way the engine comes like that.
