the smaller line is the return line, and if you plan to run your stock pump then you will need a FPR that has a return line in it. then you would need the return line going to the tank. it depends on the fuel pump you run. a lot of this is covered search it
You do need both lines, the smaller line is the return line from the pressure regulator that you will have to install so you don't flood the carburator. The stock fuel pump makes to much pressure to not have a return line back to the tank.

lets not start this guys, although i am on this board a lot i switched to a carb a long time ago......
there are tons of ways to go TBI to carb.
Are you using the stock TBI pump? or a Mechanical pump?
I just went TBI to carb on my 4.3to 305 swap in my truck. I use a mechanical pump to pull fuel through the stock fuel pump which does nothing and just acts like a pickup for me. the smaller line (return) is just hanging around doing nothing.
Beats dropping the tank and buying a pickup from a carbed setup.

I'm in the process of sapping from TPI to Carb myself & here is what the carb guru that is building my carb advised me to do " he also races a Fbody"
Remove The fuel filter & mount a Holley Blue electric fuel pump upside down in its place. You will then have to drop the tank & remove the fuel pump from the tank & attatch a hose to the line that goes to your new fuel pump & drop it in the tank to serve as a suction line .
The smaller return line can either be removed or plugged and abandoned in place. Also you will need to install a inline fuel filter downstream of the pump & it can be added under the hood for easier access.
