Which to rebuild 350 shortblock or 400 block + heads?

Which to rebuild 350 shortblock or 400 block + heads?

I have a 93' 350 with the pistons, rods, cam, crank, oil pan, etc, but it all needs to be rebuilt (been sitting outside for a year). A friend of mine has a bare 400 block with some heads for $150. He said the block has to be bored out atleast .030. The 350 could use just a hone and some new pistons. If I could put together the 400, would a 454 TBI setup work on there with a custom chip? How much should it take to rebuild the 400? Is a bore job + balance expensive? I think it would be easier to build the 350, it just needs heads, intake, induction, and a hone and pistons...right? Thanks for any advice.
