How much hp (SDPC TPI-engine)?

(update) are there emission-legal crates out there?
I'm want to put a new engine in my '91 Z. Actually I'm running the stock 305 TPI with a Vortech S/C.
Now I was thinking about this 350 TPI with the Vortec-Heads that SDPC sells.
I was thinking that the stock appearance would be good for the vehicle inspection.
Due to our laws we are not allowed to run headers also we have to pass the sniffer-test.
Is this engine emission-legal and how much hp is it really making?
Any comments to this choice, or are there better engines out there?

SDPC says that is an "offroad" engine only, i.e., not designed for emissions testing. Still, I've heard of folks that got them to pass, they just won't guarantee it and you may have trouble.

Why are there so many engines out there that you cant pass emission with? Most that I've seen are not emission-legal. So I actually don't know what to do.
The problem is that it should look stock from the outside (tpi-style) and should pass emissions.
