I did a search and found that at least in CA the referee station determines swap elegibility by the casting number on the block. That is, if you have a '90 Camaro with a '70s 4-bolt they'd look at the casting # and fail you.
Is there any way for them to narrow down the year other than the casting number? I'm asking because I want to stick an '87 L98 engine in my 1990 car. I could track down all the proper emissions stuff, but I don't want to rebuild a motor and then get screwed over the matter of 3 years on a shortblock that's identical. Theoretically they should be indistinguishable since they'd have the same casting number, right?

That will give you the year range of that perticular casting number. Some 350 1-piece run 87-89 others 87-90+ check it out and see.
