cold air intake on TBI 305

Would a custom cold air intake help my Throttle Body Injected 305 in my 90 camaro RS?

Yes. I would spend some time searching in the TBI forum for "custom TBI intake" or "cold air intake". Take a look at the stickies up top especially the "new to TBI" one. It has links and info regarding aftermarket air intake set-ups.
