Best setup
I want to pick up a cheap 350 and rebuild it to 350hp (at the wheels). It will go in my rs ( i know about all the stuff that needs to be replaced). Im just wondering if i should keep my TBI or go to TPI. Or maybe something else, im not sure which intake would be the cheapest/easiest that would helpe me get my hp goal.

350 at the wheels will require about 435 at the flywheel. Unless you spray it, I doubt you're going to get there with either TBI or TPI on a 350.
It would be much easier to do with a 383 or 406. If you want to keep it NA and streetable, I'd say larger displacement is the only way to get there.
You aren't going to get there with the typical pickup 350 & its heads. The block, yes, but the heads aren't going to do it. It's really the heads where the "cheap" part gets you in trouble, as most JY heads aren't going to be capable of the type of power you're talking about. Now, with a set of upgraded Vortec heads, good cam, good carb intake, and solid stroker bottom end, your goals aren't so unreasonable.
Sure hope you have a good exhaust planned out.

what is this HSR intake i keep hearing about and would it be easier and more effiecient to convert to and get power?

HSR is an intake manifold made to work with the TPI setup. Great midrange, pulls much higher then the tpi intake will, but if your going for cheap 400 hp, carb is usually the easiest way to go.
Keep in mind that if your going with an auto tranny that = less power to the ground then a manual would
Also a 383 rebuild isnt a whole lot more expensive then a 350 rebuild so if your gonna do it, do it right the first time you'll thank yourself later.

yeah, i want a 383, i just dont know if i will be able to find one.
is hsr expensive? doesnt soudn like that big of a deal. it was made to sound like it was its own injection system on a different board

it is offered both ways, heres an example of the whole fuel injection kit.... Nearly 2300$
(oh and fyi a '383' is a chevy 350 block thats .030 overbore with a 'stroker' crank) So not hard to find @ all
And a 400 block can be found in a lot of different gm vehicles just gotta look
