im building a 383 for low end torque. going to use stock 350 cam stealth ram intake and a 58mm TB. My question is, is there a specific type of TB i need for the stealth ram? and what type of heads is for this project? Im trying to keep this as cheap as possible and still and use at most 89 pump gas and get my power at no more than 4000 rpm. so at most 10-1 comp. i was thinking heads with 185 intake runners 64 combustion with dished pistons or 72 combustion with flat top pistons any ideas? suggestions?

Low end torque, Stealth Ram, 185cc heads don't belong in the same sentence.
The Stealth Ram powerband is 2500-6500 - not the typical definition of low end. A stock TPI with fatter runners would be better. 170cc intake heads should be fine.
Of course, this all depends upon what your definition of "low end torque" is.

I probably won't be spinning any faster that 4000 rpm so i need to make my power between idle and 4000 to me that seems pretty low. Stock 350tpi gets its torque at 3200rpm. i figured since if all i was increasing was displacement to 383 and keeping all the other stock parts except for the rotating assembly it would lower my rpm band? Is that correct?

Just because peak torque was rated to be at 3200 doesn't mean the thing wasn't within 10-ft-lbs of peak torque at 2500-3500 rpm. And peak HP was at 4400 rpm. Now, if 10% more displacement cost you 10% of the rpm, that's affully close to the 4000 rpm you specified. For idle to 4000, stock-style TPI would beat the HSR.
For a 383 in that rpm range, no 185 heads could beeat the Vortec heads, but the Edelbrock E-Tec 170s are very close, and half the weight, but twice the price.

So i would need siamese runners, vortec intake manifold, and either iron 185s vortec or e-tec 170 aluminum heads?

No, NOT siamesed runners. Those only help at higher rpm. And we're talking the iron L31 truck vortec 170cc heads, not the BowTie 185cc vortecs. I just noticed you said as cheap as possible. I also suggest you get a RamJet 350 cam. there's a thread over in tech/general engine, titled "Great News! moreso for LO3 guys" that details how to get one new for only $45, if you order before they run out.

well i just found out my friend would sell me his dart iron heads w/185 intakes so ill probably build around that. Now i need to figure out what to do with my intake if anything? i still want to keep my torque as low rpm as i can but still have 400+ tq at the flex plate. i know the stock tpi builds a lot of low end tq already think i would need to replace any part of the tpi? tb, runners, base? thanks.

The stock base is very restrictive. Options include Edelbrock, Accel, and TPiS. You can leave the runners and plenum for later.

I don't see why the Stealth Ram wouldn't be a good choice...? Its got longer runners than the LT1 manifold has, and my '97 LT1 makes excellent low speed torque. My suggestion for a really torquey 383:
- Stealth Ram/Mini Ram/TPI intake (Any of these intakes can use a stock TPI or LT1 throttle body)
- AFR 180cc Comp Ported CNC heads (Keep compression between 10 - 10.5)
- Comp Cams 260XFI-HR13
- Hooker 2055 or Hedman 68470 headers
- Garden variety 3" catback of your choice
Should make for an excellent torque monster that will still make good power to 5k or so.
