I'll probably take some flak for this, but the most important person to tell is your insurance agent.
Yes, your premiums might go up, but that's a lot better than having a claim denied because you weren't honest about telling them what you're driving. And, yes, they can do that. I didn't have it insured before I swapped because it wasn't running when I got it, but when I was ready to drive it, I told him it was a V-8. He didn't ask what kind, and my premiums were the same as another family car we have. Of course, I'm not 18 years old, either.
As for the other things, I didn't say a word when I registered it or had the emissions inspection/test. I had all the proper underhood stickers and certainly wasn't trying to hide anything. I figured if they didn't ask, they didn't care: If they asked, I'd answer. They didn't ask.
Some states used to require engine registration, but I haven't seen that in a long time. However, if your registration says V-6, it would be a good idea to notify your DMV that it is now V-8 (but it wouldn't hurt to call and ask). Same thing if you change the color of the car: Colorado requires you to notify them within 30 days.
I'm not sure what you mean by the salvage title. If that's what you have, changing the engine will not change that. If not, changing the engine will not affect the title negatively.

I'm not sure what they look at in a smog inspection in Pennsy. In Cali they check the vin #. It will tell the tech whether
it has the v6, a tbi, or a tpi, and whether
the tpi is a 305 or a 350. In Cali you have to go to a referree if you do any engine swap
to get it signed off. Of course if you change from a 305 to a 350, nobody will ever know because it is so hard to see the evidence on the back side of the engine.
