Used motor? Not a good price. Far too expensive.
New motor? Barely a fair price. Not what I would call a good deal.
From your description, the motor is going to be a weak performer. Very mild setup that will be an average street performer. Don't expect to win many races with this one.

Well its a 383, decent parts. NO, you won't be cleaning up at the track, but it will be a nice street motor.
Biggest question, is this a fresh rebuild or pulled from a running car? If this is a used motor with a fair number of miles, the price is on the high side. If it is a fresh rebuild with no miles (other than being test fired), it's not a bad deal. Does it have a warranty?
If you had to pay someone to build it to those specs you'd probably pay more. Just for the laugh of it, call a couple of machine shops and tell them you have a 350 core that you'd like to have built like the one you are describing. And then ask them how much of a warranty you would get.

Sorry, I forgot to mention that this is a fresh rebuilt motor and it's a 400 block, 412ci with the bore and stroke. It was being built for an 84 Z28 but the guy he was building it for back out. I went to check it out today and it wasn't completely assembled, the short block was done, and the heads were done but not but on. Is the .030 over bore too much for the engine, and are the vavles too big? Thanks for the replies.
The heads, cam and intake are the only things holding this motor back. If you can get a differant set of heads, a bigger cam adn a beter intake it would be a realy good motor. This motor the way it is should be good for something around a high 13 in the 1/4 wich is nothing to laugh at (would run about like a stock LT1 Z28 does) but is defanitly not the fastest thing out there. The cam that is in there is the Extreem energy 260 or 268 cam (I can not remember off the top of my head), if you put in the extreem energy 274 or 284 cam with a Performer RPM intake and a better set of heads then that would be good for an easy 12 in the 1/4 and still have room for lots of nitrous with those forged pistons. The price is not to bad or that motor and it is a great place to start. You could always put it in and sence you will not have to worry about the bottom end again you can just bolt stuff on as money allowes and watch as it just gets faster and faster.....lol. I say buy it and happy building
