The truth is, you're not going to get much of a motor for less than $3,000...
Let's say you buy a base 350 motor for around $1,200.. Good price, probably a decent motor. But it's most likely going to have a weak bottom end, with junk pistons, a flat tappet peanut cam, and crappy iron heads with almost no flow potential.
Then if you can get your TPI setup to work on it, you'll probably have (if tuned properly) 250 or so horses... Definitely an improvement over a 305. But wait a minute...
You've got it installed, and you take it out for your first evening cruise... You're feeling ****y so you're looking for a race...
You're sitting at a stop light when an old beat up 93 Z28 pulls up next to you... Revving his engine you give him a rev back to let him know you're game...
Light changes.... Boom... You both take off and are neck and neck.. All the sudden... WTF??? The 93 starts walking you after you hit 2nd gear.
This sucks... You just spent $1,200 on a motor, another $1,000 to get it installed... And you got roasted by some punk in a 93 Z...
I hope that makes sense.... The point is if you are going to the trouble of having a new motor put in for POWER REASONS... Why not do it right the first time and have something that will make your car haul *** !

I am at $8700 for all parts including exhaust and headers for a full roller 383 superram afr 190 setup (all new inc. 30# injectors, canton oil pan, new water pump, all bolts, afpr, heated O2...etc)
That is for a cast setup. add several k more for good forged.
The question is how much do you want to spend and what are your goals...

I am building a 350 right now. So far I got about $1000 into it. That's w/o head work, intake, headers, water pump, or anything else like that. I got lucky and got a 4 bolt main block, w/heads, crank and rods for $100. The pistons had holes in two of them. 
After hypereutectic flat top slugs, hyd. cam w/lifters, gasket set, bearings, moly rings double roller timing chain/gears, high volume oil pump, and ARP rod/main bolts. ($400) Then bore block 30 over, plate hone, grind crank 10 under then polish.($300) Install ARP rod bolts and resize rod ends. ($150) And I ain't even got it put together yet. Won't do that 'till I get the heads done, or new ones. It all adds up fast man. Then there's the rear end, headers, converter, subframe cons. It goes on and on.
