welcome
i wanna be the first to say if you want cheep hp get a 350
and if you are looking for mpg i would think about fuel injection i dont know if are on a tight budget or not but if you want preformance and mpg i would go to fuel injection, you can get a tpi set up for about 500 bucks if you search a little and are you planning to build the new engine or just buy the complete engine? it sould not be that hard to beat the corvette if you get good traction and a decent engine.

really i would be looking at building the engine in my shop over a wile because i am on a tight buget! Walliworld (walmart)
I have all the stands, tools, and so on, but have been all over the junk yards here and have looked for tpi's and there hot itmes here there gone befor the car is there a day. i was thinking a tpi unit on a 350. I would rather build a motor then swap with the one in my car, so im not out of a car for too long.

There are two things to keep in mind when swapping with emissions looking over your shoulder:
1) Keep it "looking" legal, to pass the visual inspection. Generally, that means keeping everything on that it originally had (or if updating to a TPI, what a TPI car had)such as the smog pump, air cleaner, EGR valve, catalytic converter, charcoal canister, and even the SES light (to prove the computer is working), and everything associated with making those things work. When they do the visual inspection, they have a list, plus are supposed to be able to look at the underhood stickers, for what it should have. That also means you don't put a 454 under the hood. You can, however, use certified replacement parts such as headers.
2) Keep it "sniffer" clean, so that you don't put out so much of the bad compounds that you fail that portion of the test. That means don't gut the cat, put in a cam with too much duration and overlap, etc.
Although I haven't had it checked yet (passed emissions just before taking it apart), the modifications in my sig are technically all legal. I could have done similar things to a 350 or 383, and as long as I could tell them (if they asked) "Yep, it's a 305" with a straight face, either of those engines would also be "legal".
