C105 plug help

Hey guys sorry to start up another thread on wiring help but I have a question on just one wire here for my LS Swap.

Plug C105 terminal "B": Am I supposed to supply a 20A fused and relayed circuit to this wire? if so is this supposed to have power in start and run?

Thanks for all of the help guys
