LQ4 with cam swap in 1984 Trans Am w/ Hawks Harness

So I'm writing to you guys because I recently acquired the $1000 hawks lsx swap harness. I've been having some issues with the harness as I'm getting very little to no voltage on things like my ign relay as well as my fuel pump relay is pushing out about 18 millivolts at best in the run position. First off I have no ignition spark to my coils, I believe I'm getting fuel into my injectors because i pulled the rails and saw fuel on them. The swap kit came with a new C100 plug as well as I'm using a 411PCM which I believe is VATS deleted according to the ebay guy who called me and told me it was, LOL. Anyways, I'm struggling to figure out who this harness seems like it's not carrying voltage where it needs to be. Let me know if you need more details, seems strange that my ign relay and fuel pump relay never see any voltages over 18 millivolts, any ideas?

I would obtain schematics for your Harness...
Then take resistance measurements across any wires that you have this large Voltage-Drop across.
