Get the XE268H Comp Cam for starters. Ditch the POS 700R4 and get a TH350. Don't go with the 5 speed if you plan on seeing much track time. Maybe get some Vortec heads. They're pretty cheap. $500ish and you should be in the 13's no prob. A posi would help too.

I'm going to say keep the 700R4 if you plan on driving on the street or highway, especially since you plan on using 3.73 gears. If you get rid of the overdrive transmission, plan on a lot more frequent fuel stops and for driving 60 on the highway.
I'd say save up and ditch the auto, get a t-56 used off ebay and throw that in there. You would get great fuel and be faster geared. You also could then raise your rear gear and still make it a daily driver.

I was with you until you said stock heads (assume same truck the block comes from). Bad idea. Those heads will have small valves and large chambers. Even Vortecs would be better (did I just say that?), but they'd need better springs and a Vortec-specific intake manifold. There are good aftermarket options out there that aren't much of an extra expendature considering what you're gettting.
Where's your exhaust plans? Unless you spend about $700 minimum there, you're wasting your time.
The TH700 is a very good dual-purpose tranny - just needs some help. I'd much rather spend the bucks it takes to get it going than go through the hassles of a TH350 or manual conversion (although I like manning the old oar). For the strip, autos with proper stall are the ticket. For street, OD is sweet.
Suspension - subframe connectors for sure. Other traction help will most likely be needed.
Do you have emissions concerns? Just affects how you do this, not necessarily the final results.
