Ok i don't have any welding equipment, nor do i know anybody that does (except my grandfather, but a 2.5 hour drive to the middle of nowere to put in a muffler while laying in the gravel is not really an option) which means a do it your self muffler job would mean a hack saw and exaust pipe clamps. So i am looking at local shops for the job. If i want a dual outlet single inlet high flow, lots of noise muffler, plus instillation, what would be reasonible.

I have only started the exhaust on my 85 TA but on my 79 Z28 I was at $800 when it was all said and done Headers to Tips. It adds up quick but I think you could build one for a third gen or any car if you thought it out ahead of time for $300 - $500 if you Jet coat or not, which I do always now.

The thing is i have been looking at it and someone has put some sort of catback on the car already. I can't identify it, but it looks decent and the dual setup at the back looks nice, all i want is for it to be a bit louder so i am looking into cutting out the dual outlet muffler thats in there and replaceing it with something like an 80 series flow, or something that is just louder, bit more rumble and all.

Installation should be well on the near side of $100, if you provide the muffler. It's probly going to be cheaper for you to order a (Hooker, Flowmaster, Dynomax) muffler from Summit or Jeg's and just have the shop hang it for you. If you buy the muffler from them, it'll probably cost much more.
I had my Hooker Cat-Back installed for $92 at a shop down here. Call around and ask shops if they'll install a muffler/cat-back you provide them. Some won't, some shops will.
Most Camaro-style mufflers run from 55-75 dollars at your major mail-order outfits. Say install is about the same. So figure $150 for this whole operation.
