I passed the NJ emissions test with my "Products for Power" high-flow catalytic convertor.
Good issue, though. Hot Rod Magazine did a test a lonnng time ago on a big block V8. They tested emissions and horsepower with no cat, with a high-flow cat, and with a new GM stock cat.
The new GM cat came very close to the high-flow cat as regards power... the GM cat made about 2-3 HP less. However, the GM cat reduced the emissions much more than the high flow unit!
If I didn't pass NJ's dyno-emissions, I was going to spring for a new GM cat. Hot Rod explained how the new cat's are much less restrictive than they used to be, and that's why the GM cat made almost the same horsepower as the aftermarket high-flow one.
