Q's on I-pipe flange for stock ~3" exhaust/cat

is the flage welded or is it loose. I'm converting my exhaust from the 85-type 4 bolt flange to the later 2-bolt flange. The 85 type flange is welded so it cannot be rotated but on my new flowmaster setup (3", single in/out) the I-pipe end fitting if flared indicating that the flange to the cat is a "loose" piece and not welded like my stock exhaust is. If the later flange is indeed loose then I will have to get one to make it a true bolt on.

I'm sure a lot of people know if the I-pipe to cat flange is loose or welded on the I-pipe.

On the cat itself the flange is not moveable, on the I pipe it is loose so it can be rotated to line up w/ the flange bolt holes on the cat.
