Cut-outs are legal as long as you're on the strip. I'm doubt you would get a ticket on the street but probably a warning and if it happens again maybe a ticket. You lose torque I believe it is thru exhaust and the cut-out bypasses it allowing you to be a little quicker. But the noise to me is the best benefit, I remember before I got my new exhaust my old exhaust wasn't welded and one of the clamps on the I pipe came lose. I got on it and the pipe slid out and I heard all this noise, I thought I severly messed something up, I looked under the car and new I was running open headers. It sounded awesome, as I pulled into my road there was this riced out Civic and I just revved it up, probably scared the kid.

When i got my new exhaust welded, the guy told me that i could use a cut out, as long as i didn't use a full open plate. say a 1" hole plate or something like that. he said that would be legal, it all depends how much much the "sound police" will tolerate in your area. its just like all the law requires you to have it some sort of quieting device, even if its a raceing resonator. but they can still give you a ticket, even though in a way you are legal
