The little tube is part of the AIR injection which you could leave on or off depending how far you are planning to go.
Are you going to install headers? If so, it's recomended by many to use a heated O2 sensor due to the fact that it wont get hot enough and give false readings.
I gutted my CAT's and put a straight pipe through them (NY, gotta have 'em). I just bent the AIR tube running through the CAT.
I have headers and now that I've done the CAT's, I'm getting a heated O2 sensor just in case.

take out cat replace with pipe
take out the smog pump u no longer need it, remove the hoses, and anything else related to the a.i.r stuff. u will then need to cap off the ends on the manifolds.
since u said nothing about headers yet, your o2 sensor will be fine.
once u have the smog pump out and the other stuff the a.i.r tubes can just stay on the stock y-pipe not hooked up to either end.

Re: ripping off cat
The stove pipe is the pipe that connects to the air intake on TBI engines (Not sure about TPI). Just rip it all off. I would unbolt the cat tube thats bolted onto the engine and save everything you take off incase you ever need to put it back on.

Removing the cat, or any other emissions device on a street vehicle in the United States is a violation of federal law, regardless of whether your state or local area does emissions checks. The cats, EGR, AIR system and the like provide a valuable service in keeping our breatheable air clean and healthy. Not to mention removing your emissions devices gives our car hobby a bad name. Tree-huggers and politicians see and hear about your removing your emissions devices, and they write new laws to make it tougher on you if you're caught doing so. Several states that didnt used to have emissions tests now do so, and several other states are now considering it. Please, just leave your emissions devices on and save us all the headache. Replace your stock cat with a high flow aftermarket one like from Magnaflow, and be done with it. There are plenty of ways to make smog legal horsepower, as we in California have shown. We have one guy who just put down 380 rear wheel horsepower thru an automatic with a TPI setup, and it passes California smog easily. And I myself am putting down 355 RWHP and passing smog. It can be done, and it doesnt require gutting your engine and polluting the air to do so.

Yea man, I think everyone realizes that its illegal and pollutes the environment but your wasting your breath. No one ever listens when it comes to topics like that. I felt guilty after taking mine off, not to mention it smells like doo doo, which is why I have an appointment with the exhaust doctor on the 22 of this month.
