You will most likey not pass visual but with cats you should still pass. You cannot add 02 sensors. 3rd gen systesm only have one. I would stick with a large diameter smog legal 3" set-up. Much cheaper and legal.

Maybe if you ran the dual exhaust in the stock location. Put the two cats where the dual cat option camaros had them. Just say that your car had the dual cat option. Now I know and you know they didn't offer the dual cat option 'til later, but is the inspection guy going to know that.... probably not, unless he's a camaro guru. Now when you go to the exhaust shop to get it done, you might be able to drive or trailer it there with NO exhuast on and tell the guy that it had the dual cats on it, but your dog ate your y-pipe (insert your own excuse here). It's going to be expensive (hard) to run in that location, but I don't know how you're going to get it done otherwise. Best bet would be to find someone who knows someone who works at an exhaust shop and have them put them wherever you want, but you are in CA, so you might be screwed when it comes to inspection time. Here in Tx, the exhaust shop says if you bring it in with nothing on it, then how are they supposed to know if it had a cat on it before.... they just can't remove or move the cat.

If Herr Inspektor had a fight with his wife before leaving for work, all of the above suggestions could be cause for him to fail you. The only modifications allowed to the exhaust are certified replacement parts for the year, model, and engine type. Dual cats were not offered on carb'd cars, so you'd have to change to a TPI system that did - along with all of the other things that went with the TPI engine, and have it inspected/tested as that later year model. Same thing for 3" cat, there was no such thing offered in 1982 or for any year factory carb engine (although the L69 was closer).
You'd probably raise fewer eyebrows with a single 3" cat, but technically he could still fail you. I managed to pass here, and they do a full inspection, but all they apparently cared about with regard to the cat was that it was there and the sniffer said it worked. They didn't happen to notice that there wasn't any EFE valve, either that or they didn't care.
If you could sneak a dual-cat system past them, you could complete the system as a custom dual because they don't care what you have past the cat(s).
As previously stated, even the dual cat cars (which is the closest the factory came to dual exhaust on 3rd gens) only had one O2 sensor. The computer wouldn't know what to do with 2 inputs.
