Could an restrictive y-pipe cause the car to not run well?

After messing around with my exhaust I noticed the shop I had do my headers-back exhaust skimped on the y pipe, what they did was made an S curve thing that went from the driver's header, then went under the passenger side, they then put on a small peice of pipe with a 3 bolt flange to bolt to my 2460s, they put that small peice on BEFORE they cut the opening so the opening is...and I'm not joking, about 1.5-2 inches at best. I have a serious setup here and this pisses me off, I spent 330 some odd dollars and this is ridiculous...it's not even a y pipe and it is looks to be restricting my setup pretty badly...

My question is...would this cause my engine to run ****ty cause it is but part of that is due to not being finely tuned, I had a chip made by lt1intake.com but that was with TPI, vette 113 heads and other minor things. It should still run ok. I noticed when I was running uncapped, well it wasn't uncapped but the 3 bolt flange gaskets blew out and when they did I noticed a large increase in power and would easily spin through 3rd and that's not even under WOT. Now I barely catch 2nd since I put dead soft copper gaskets in there, they don't leak, which is probably a bad thing because my exhaust is literally the the ****tiest job I've seen. When they put the thing up on the friggin rack they shoulda seen the red engine, alum heads, headers, and figure it'd be stupid to do this...so really, would a 1.5 inch opening rob me of a lot of horsepower, I would figure but more opinions is better.
Want to get some Hooker 2210s and just some straight pipe...it's not a daily driver so I don't care about sound too much...that and I hate my neighbors. SLPs won't fit these heads w/o shorty plugs but then they don't even reach all the way into the combustion chamber.

Sorry for the long post but this makes me angry. Any help would be appreciated

I have some of the engine out and you can sort of see the exhaust but those are on my computer at home, I'm using my laptop down here at school.

I switched my LG4 Y pipe to an IROC 3" y pipe. I just happened to dyno the car and that switch alone was worth ten hp. On a car with a nice engine (like yours), Dyno Don claims that switch alone could be worth up to 30 hp.

So, yes, if they put in something much smaller than what you had (1.5"!!!), you could have lost some significant hp and it could have messed up the tuning. Good luck.
