slide a reducer onto your rip and stuff a rag in there for the inspection. I bet thta will quiet it down for a couple miutes. hehe. More than that and you might run into some problems. if you aren't gonna change your muffler or add an actual exhaust part, you are gonna have to be inventive.

Yes, resonator tips will help a little, but the other idea is better. Figure out a way to stuff some steel wool (not a cloth rag, it will catch fire) up your pipes, and some way to hold it in there long enough for you to go through the inspection. You want STEEL WOOL, get it at a hardware store. It will increase your backpressure and lower the sound, but should get you to pass. Once you pass, drive home and take the steel wool out.

The Flow 80 is your problem, they're too damn loud. get a Magnaflow, they're quieter and flow better.

well thats what I ment, not a shirt, hehe.

Yeah steel wool sounds like a great idea. I just finished my true dual 3" set up and it is CRAZY loud. Kinda sux, I really thought it would be sorta acceptable but bullet muffler don' t do anything, lol. Anyways, Good luck with the wool. I might have to use that trick someday.
