Help with custom exhaust by prior owner

The previous owner of my car put on a true dual exhaust system. I have two catalytic converters with dual pipes that are located in the stock exhaust cavity location under the body. My exhaust rattles somewhat and I believe it is due to where one of the pipes crosses over a body cross member just past the gas tank. Attached are two pictures showing the lower left exhaust pipe. This pipe pretty much sits on the stock cross member. Is there anyway to address this problem without having the exhaust repositioned? There is more room for the pipe bend to be adjusted upward so it would clear the cross member. I might need to have a shop adjust that section so it clears.

Also, I am trying to figure out what headers would fit my car with a dual setup. I've searched around here but still confused. I am planning on beefing up my 350 to put out around 400 HP at the flywheel. I know that headers have different sized primaries but does this not apply to me since I am going dual and not into a single downpipe? Will these hedman headers be ok for power I am planning? I want to keep air emmissions. Maybe Dyno Dons headers would be the best. Any help is appreciated. Thank you!
