I plan on putting on a 3 in pipe to a 80s series Flow. What size tips should I make coming out of the Flow? I am going to have two with chrome tips. Should they be 2.5 each or 3?

Well I want to know performance wise. If there are two 3 in exit pipes will this cause some performance loss?

Running 2 .5" tips on a 3" tailpipe will cause power loss. It's a restriction.

Putting 3" tips on 2.5" pipes will not cause any restriction. It won't give you any extra power, but if they are long enough (like Meg's) then they will change the sound somewhat. Adding a 3" tip/pipe to a 2.5" pipe will make it sound a little lower pitched.

Even adding/removing any amount of length on an exhaust will change it's flow characteristics, and sound.

How about 3 in tips on a 3 in pipe? I heard from somebody that there will be too little back pressure These tips will be coming out of a 80s Flowmaster in the back.

I wouldn't worry about lack of back pressure from a couple of tips.
