Im gonna get a Flowmaster y collector(2 1/4 to 3 hooking up to the stock headers) with a 3inch cat and a moroso spiral flow muffler. I know modifying the cat is illegal..BUT would I still pass emmisions with a larger cat?

3 things they look for with regard to cats:
1) Is it there?
2) Is it in the factory location?
3) Is it functional?

If the answer to those 3 is "yes", they aren't going to look any deeper than that.

Yes, I live in Colorado, but moved here from San Diego.

Happy smogging!

I passed recently at a "test only" station!

I have an 89 355TPI with a Shnyder cam, TPiS Big Mouth manifold, 52mm Throttle body, SLP Cold air intake, Slp Headers, Catco Catalytic converter, Borla cat back Exhaust, N2O Plate, Vette Aluminum heads and 10/5 to 1 compression...

If I can pass, so can you!

You can do allot with it and still be legal!
