Recalls, how does GM keep track?

I own an '87 IROC with very low mileage. The car has never had the recall for the seatbelts done to it. Well they're starting to get really pink and brittle, so I'd like 'em replaced . Even though I'm the second owner, GM will do the seatbelt recall anyway? Also, how does GM keep track of the seat belt recall for the cars, do they record the vin numbers. Cuz even though i'm pretty sure the recall was never done, I'm not 100%. Any light on the question?

Dont bother going to the dealer with your vin, they stopped recording cars older than the 90 model year. Call gm's 800 number which you can get from the dealer. Sorry cant remember it.

I actually mean they got a new computer system, pre 90 is not included, you can still get info from GM just not the dealer
