Recalls, how does GM keep track?

Recalls, how does GM keep track?
I own an '87 IROC with very low mileage. The car has never had the recall for the seatbelts done to it. Well they're starting to get really pink and brittle, so I'd like 'em replaced
. Even though I'm the second owner, GM will do the seatbelt recall anyway? Also, how does GM keep track of the seat belt recall for the cars, do they record the vin numbers. Cuz even though i'm pretty sure the recall was never done, I'm not 100%. Any light on the question?

i think they record the vin numbers. i called a place i ncanada about some info on my car and they told me that the seat belts were recalled and that it hadnt bee ndone to my car yet. they sent me a letter to take to the dealer.

oh. but wouldnt they record the vin numbers of the cars that had th e recall done so they dont get people commin back if they break it or sumthin?
