high rev startup problem normal?

high rev startup problem normal?

I have an 89 IrocZ G92 305, 5pd and when I start it up, it sometimes revs up all the way to 2grand and back down to 750 and up to 1500 then to normal. Sometimes it stays at 2000 for a while then finally goes back down. Other 'rocs I've rode in don't do this. Could it be the TPS sensor or what? I don't think it is normal.
