For comparison...
I just bought an 89 Formula:
82k miles
G92 305 TPI 5-speed (runs great)
95% stock (Dynomax catback & Koni shocks)
Could use paint, decals, & tires eventually
Interior almost like new
I paid a similar price to what you're talking for this 87. Bottom line is if it's worth it to you, go for it. Cars that aren't totally beat are getting harder to find.
Good luck.

Well I paid $3800 for my 90 GTA with 80K mi,perfect running, perfect leather int, perfect paint except some stone chips on the hood.I looked everywhere for 1 month.I guess you can say I got a pretty good deal though.$3500 for that car with that many miles, seems a little much IMO,maybe $2800,but I'd rather buy a car with less miles in a little worse condition, because you can always fix it up,you cant however take the miles off.I would keep looking, better deals are out there.

200k miles is 200k miles...I don't think any vehicle that has not been ground up restored is worth that much money. Sure, it may be in great shape. But that chassis, interior etc. has had to endure 200k worth of potholes, sitting in the sun, normal wear and tear, etc. Our cars have enough rattles in them when new, without having to subject them to 200k worth of use.
For $3,500 there are far better deals out there....

I say if it is in mint condition go for it. But definately talk him down to like $2800 because I just noticed that the engine has 200K on it too. The body is no real thing because as long as it has been taking care of it should withstand 200K more miles plus more! My car had 150K on it when I bought it. The floorboards were still white! No holes no rot. I have a rebuilt tranny and motor and it feels like a new car

I got my Formula at a dealer's auction for $2000 w/106K. The car was in near showroom condition in all respects. When I had the car put on a lift to check it out, it needed nothing, save brake pads.
Anyhow, a 3rdGen w/200K on the motor can't be more than $1500 to $2000, unless the outside is minty fresh. I mean, does the car look mint externally? Other than that, it's your choice.
