I think that depends on your definition of worth it... If the engine and trans are solid and the rest of the body (especially the rockers, footwells, and spare tire well) is solid and the interior is in good condition, it's probably still a 2-4K car if the rust isn't on anything critical. The rust around the wheel wells doesn't LOOK that bad, but it's really hard to tell without seeing it up close and from the inside to see what it's eaten through. If it's just cosmetic, it's not that bad a fix and may well be worth it.

That body is rotted from inside the wheel well, right out through the fender and into the atmosphere. That's the only rust in the picture, but I can assure you with 100% certainty that the rust is a whole lot nastier where you can't see it. That car is junk, buy something else or you'll be sorry.
When I was young and foolish I used to buy cars that "only had one little spot of rust". Do yourself a huge favour and pay an extra $1000 for a car that's rust free.

Everything is worth buying if the price is right. For that car to be "worth" it, the price would have to be low. As others have said, the 1/4s are in terrible shape (you need to look at the type of rust, not the amount. That's got holes rotted right through it in multiple places). I can guarantee that like others have said, the rust on the car is excessive and extends well beyond where you can see. At the very minimum, that car needs a driver side quarter panel, but most likely there are a number of other panels and inner structures that are just as bad and in need of replacement. Like it or not, that car is either a parts car or a vehicle you abuse until it dies. The cost to repair it properly would likely far exceed the value of the car.

Just the back quarter panels are rusted the rust hasn't spread anywhere else thank god. But for some reason only the defroster blows air non of the other vents oh it needs a new heating core but he wants 1700 for it.

This sounds like one which may best serve as a parts donor for better cars.

Maybe great compared to a 1981 V-8-6-4 Cadillac Sedan DeVille with two cylinders dead, LOL! Vacuum leaks really make these bad boys run like s-hit. Mine had two leaks, along with a polyurathane transmission mount. I've driven M60 Tanks at full speed over rocky terrain that were smoother and quieter than mine was, hehe.
As I said, we're not trying to discourage you, but I wouldn't buy this. Save your money on a better one. You could get a pretty nice one of these for about 2,500-3,000 these days.

HAH.
I really wouldn't buy it because most of these modified cars have been butchered electronically or mechanically along with the fact that there is rust. It could've spread somewhere he doesn't know and then'd you'd be screwed.
