No, that's definitely not a VIN. Doesn't even have the year character (should be an E right before the L if it's a 84, for example). Somebody had trouble reading it or something.
Completely incorrect. States do issue VINs to rebuilt cars that had the VIN removed from theft, Kit cars and for other reasons. I owned a salvage yard, I have been through the process.
In fact, I recently looked at a third gen with a Texas state issued VIN. Car had been stolen and rebuilt and was issued a new VIN.

To the extent that they fabricate one in situations like you mention, they follow the international treaty/convention as described.
VINs have a certain number of characters, in a certain order, each char meaning certain things. ALL OF THEM. For example, the 1st digit is the nation of origin (final assy), the 2nd digit is the company, 8th digit is the engine, and so on.
The numbers posted in the CL ad aren't a VIN. They're GARBAGE.
State issued vins do exist. As listed above, if a car is stolen or something of that nature and a new VIN plate is required, they issue a new number. I have a friend who has a vette with one of these replacement VINs provided by the state of NY. Car was stolen long ago. New VIN # is nothing like the original VIN #. Not saying that happened to this camaro but these do exist.
Sofa - you are splitting hairs. Sometimes - you might just admit you are wrong. Whether it is issued by a manufacturer, or a replacement by a state - it is that vehicle's identification number.
I have seen the NY replacement tags, and for all intents and purposes - that is the vehicle's VIN.
Not sure if the VIN in the ad is legit or not, and you could be right about it being garbage.
