This came from someone's huge stash of GM factory parts. I believe it to be a 4 bolt flange L-69/1985 LB9, new and unused factory catalytic converter. Am I right?

Does it have any GM part number on it? Such as 25056539?

The only number I could find on it was the one posted.

Anyone know if the L-69 Monte Carlo cat is the same as the L-69 Camaro/Firebird cat?

Too bad this isnt for sale. A previous owner deleted my cat and cut the flanges. Exhaust shops around here dont want to (IE lazy) to make the oval opening at the end of the down pipe mate up to a round end of an aftermarket cat. Nice find!
