heater vacuum lines

i looked in the search and found some good threads on vacuum lines to the heater.my question is when they put my new engine in they did'nt connect the two hard vacuum lines.for the heater to work right. i have a 88 iroc and went from tpi to carb i guess it had a heater control valve but it does'nt anymore.do i need one?one line is straight and the other has a elbow since i no longer have a plenum where can i hook these to.
