i need a step by step
i searched around and looked through the tech articles and i didn't see anything. does anyone have a write up or know where there is one on removing the gauge cluster on a 91 z28?

Remove the light **** shaft. Remove the bolts holding hush panel. Remove bolts holding gauges. Tilt steering down. Remove cluster.
Thats how I did it on my '90. I can't imagine its thats much more complicated.

alright cool....wasn't sure if the dash pad had to come off or not....thanks alot i really appreciate it

Literally just put my dash back together tonight after fixing the over reading tach!
First thing is to remove the lower panel below the steering wheel, on ours there are two T30 Torx bolts under bolt plugs and then three lower down at the back, they are quite well hidden so have a fish around. The whole panel should drop down now.
This will reveal a bunch of bolts under the dash surround. Undo the two 1/4" - 7mm bolts that hold the surround on.
Carefully pry off the fog light switch cover (this is the lower plastic pop off panel on the outside of the surround below the head light pull switch.) With this off, look inside with a torch, about 4-5" back there is a tiny metal roundhead pin that is spring loaded. I found the best way to press this is with a long flat bladed screwdriver, gently press the pin down while pulling the light switch towards you. This takes a bit of practice but eventually the rod comes out.
With this out, with one hand around either side of the surround, pinch slightly while pulling towards you, this will eventually pry off. Turn it towards the door as this will help hook it off the steering column and around the control stalk.
Now you should be able to see a bunch of bolts. I found the best way to take out the cluster with the steering wheel in position is to remove the glass and the black dial surround.
Taking off the glass: There are 6 - 5mm bolts, two in the top corners and four on the bottom (one in either corner, and two almost hidden next to the column.) Pull the glass free.
Taking off the black dial surround: There are 3 - 5mm bolts set far back on the top of the cluster, undo and remove carefully and don't allow them to drop down the back. Pull the dial surround off being careful not to damage the reset trip button.
Now the dial cluster should be easy to take out by removing the four remaining 1/4 - 7mm bolts easy to be seen because of the white tabs they bolt down.
Reinstalling is the opposite of the above.
