Removing cover on steering column

Removing cover on steering column

After searching the threads I haven't been able to find any thing on how to get the cover off the steering column. My car was stolen and they broke the plastic cover to get at the ignition. I thought it would be as simple as taking off the steering wheel but that dosn't seem to be it. I also took off the nut on the center but nothing else budges. Desperately trying to figure this out.
