In most cases the foam is pretty worn out and that's why the fabric hangs down.
If that is the case, simply brushing it with your hand typically knocks it down a bit.
However it is faster to use a stiff brush, either made from nylon or a fine brass/steel that will flex easy.
I am currently working threw my own headliner, and this is what I have done.
You do have to watch out a bit as if your using a brush, the brush will take some of the fiberglass head liner with it.
In my case this was not to much a concern as I have reinforced the headliner after with fiberglass cloth and resin.

sorry, I have the plastic headliner. I just wanna spray it with rubber undercoating when im done. there isnt any cleaner that will strip all the foam and glue off?

Bo experience with that off hand, but I have not seen much adhesive that would hold up well to a heat gun.
I think I would use the heat gun to strip away the foam, followed up with a adhesive remover like Goop. That should get the surface pretty clean
