Under dash panels..question

Under dash panels..question

So, I have been looking for some new under dash panels as the screw holes in mine are all blown out. Something interesting I have noticed. All the passenger side panels have a notch in them, where that notch is on the car, there is a bolt sticking out of the car going inside (at least on mine). Is there a bracket or nut or something that is supposed to go there? Or is it just made to rest on that bolt unsecured?

It's just there so the panel can 'rest' on it....... no nut or bolt.

The bolt is probably from something bolted to the firewall (eng side).
