T top bag bracket mounting help please

T top bag bracket mounting help please

Someone who owned the '92 I just bought removed the brackets for the t-top bag to hook the forward straps to. The rear brackets are still attached and the ones on the shelf closest to the rear seat are not attached. I found them in the trunk but the screws are missing. What type of screws can I use to reattach them so I can hook the bag straps to them? What type of material is under the carpet? Is there a built in nut under the carpet or do they just dig into the surface under the carpet? I know the fuel tank is under there and don't want to use screws too long and puncture the tank. Any help would be greatly appreciated. Thanks Mike

They are very short screws. There is a bracket under the carpet that is raised from the rear shelf that the screws go into. They don't penetrate the rear shelf but no captured nuts or anything like that, they just go into the metal.

If you look at the pictures there are 4 short screws which are the ones that hold the shelf brackets.
