Passanger Seat lever lock, not working?

Passanger Seat lever lock, not working?

This little lever does not work.
I have read around and many say they are supposed to be like this.
"only to work if in a steep hill or crash"


Well going into 2018, Norwegian car controll (every other year)
pointed this as a broken function, and will not accept my 1982 camaro on the roads anymore....


Any ideas?
Just weld the seat or put a sturdy bolt in there?

If they won't do that, just get a set of recline mechanisms from a set of 4th gen seats. Should bolt right in, and 4th gens lock...

An easier fix is to make up a spring, I used a hair clip, to hold the locking mechanism in place. This makes the release handle work in the usual way. Hope you can make out the pic ok
