does anyone have the part number or a good source on the upper dash pad screws 89-up hex head style?

I would like some fresh black oxide ones but they measure a little more than 30mm long and most listings I can find for m4.2 screws in that length are only the older Philips style

 

Try motor city fastener.
she even has a vintage book of fasteners.

 

Try searching "gm m4.2-1.41 x 30mm screw" in google and pick the store you like.

 

Thanks, I did try that a few different ways before i posted but when i contact the vendors/suppliers they always have too big of a washer. i was able to go through some of the gm numbers and I think I found the correct part numbers (3 different part number changes). I have them on order and they should even be slightly longer than 30mm like the originals

 

If that doesn't work, let me know. Gm still uses the small head on fender liners and splash shields. I can get you the number.
